JSTL (JSP Standard tag library) supports common java operator functions, structural tasks including conditionals statements, looping structures. It also supports tags for editing XML documents, tags for localization and internationalization, and database operations like SQL query tags.
Spring boot framework does not support jstl (JSP Standard tag library) tags by default. In order to use these jstl tags in jsp pages, the dependency for the jstl library must be added.
When you build a spring boot mvc application with a jsp page containing the jstl tags, then this exception is thrown.

The jstl dependent jar is not available in the Java class path of the spring boot application, the jstl tags can not be executed.
How to reproduce this issue
The jstl framework jar should be placed in the java classpath to use JSTL tags. The below jsp file is added in the spring boot application without adding jstl dependency in pom.xml will reproduce this issue.

In the spring boot application, the jstl dependency should be added to the pom.xml to load all the jstl jar files. The code below has to be added to the pom.xml file. The maven build updates all necessary jstl jars from the jstl website, and is available in the class path of the java project.

By default the taglib code is copied from any other jsp page regardless of its use. If you do not use any jstl tags in the spring boot jsp files, remove the tag declaration in the jsp file. If any reference to jstl has to be removed from the spring boot application.
